VAT in WooCommerce: rates and prices for Italy

Does the customer see one price on the product page but find a different total at the checkout? Before you lose a sale, check how you’ve set up VAT in WooCommerce.

Rates, prices and addresses must follow consistent rules. Setting this up correctly makes the checkout process clearer and protects your margins.

I’d advise you to start by looking at the tax requirements for your business, then apply them to your shop’s settings.

Key points for setting up VAT

  • WooCommerce supports multiple tax rates without requiring an additional plugin for basic tax calculations.
  • 22% is the standard Italian tax rate. Reduced rates are to be applied only to the transactions specified.
  • The prices entered and the prices displayed are different settings: both must be checked.
  • Overseas sales, business customers and invoicing require specific checks, in addition to technical configuration.

Italian VAT rates: which ones to set in the shop

Standard rate and reduced rates

Italy has a standard tax rate of 22% and reduced rates of 10%, 5% and 4%. The’The Italian Revenue Agency on VAT rates clarifies the overall picture.

These are the values that need to be specified in the configuration.

Tax rateTreatment
22%Standard rate
10%Reduced rate for specified transactions
5%Reduced rate for specified transactions
4%Reduced rate for specified transactions

The table sets out the percentages, but does not specify which one applies to each individual item.

Classification comes before settings

A food catalogue may contain products that have undergone different processing methods. Books, services and digital products also require precise classification.

Ask your accountant to assign the correct tax rate to each product group. Then draw up a working spreadsheet to use when uploading the catalogue.

If you are working under the flat-rate scheme, the settings must reflect the fact that VAT is not applicable under this scheme. Avoid treating it as a standard reduced rate.

WooCommerce carries out the calculations as configured. Responsibility for tax classification remains separate from the operation of the software.

Enable tax calculation in WooCommerce

Enable the Tax tab

Open WooCommerce > Settings > General. Select the option to enable tax rates and calculations, then save.

A tax tab will appear. The text may vary slightly depending on the translation installed.

The official documentation on tax arrangements describes the available options and how the tables work.

Before making any changes to a shop that is already up and running, create a backup and work on a test copy. A change to tax settings may affect the totals for subsequent purchases.

Also check the shop’s country and currency. For an Italian business selling in euros, these details must match the registered address.

Select the address for the calculation

WooCommerce can calculate tax based on the delivery address, the billing address or the shop’s address.

The choice depends on the transactions carried out. For sales of goods that are dispatched, the destination is an important factor. Services and digital products may require different criteria.

Agree on the rule with your accountant. Then check what happens when a customer changes their country during checkout.

Enter 22% and create the tax classes

Set the standard Italian tax rate

In the Taxes tab, open the standard rates table and add a row for Italy.

In the ‘Country’ field, enter IT. As a general national rule, leave the fields relating to province, postcode and town blank.

Set the percentage to 22%, give it a recognisable name, such as “VAT 22%”, and use priority 1 for a simple single rule.

The option relating to composite taxes is not required for a standard Italian VAT setup. The option relating to postage must be set according to the agreed treatment.

Save the table and check that there are no duplicate rows or overlapping rules.

Apply reduced rates to products

Create separate tax classes when 10%, 5% or 4% are required. Enter the correct percentage in the relevant table.

Next, open the product and check its tax status and tax class in the product details. For variants, also check for any specific settings.

The business category does not automatically assign the tax rate. Simply classifying an item under the “Food” category is not sufficient to determine its tax treatment.

When you update the WooCommerce product pages, check the price, variants and tax bracket together. Ensure you apply the same criteria to new items as well.

Prices including or excluding VAT: how to choose without making a mistake

The setting for entered prices tells WooCommerce whether the amounts saved already include tax.

Where prices include VAT, the system separates the VAT from the total amount. Where prices exclude VAT, it adds the tax to the taxable amount.

The calculation for 22% is simple:

ValueAmount
Taxable amount100,00 €
VAT at 22%22,00 €
Total122,00 €

To work out the VAT on 122 euros, divide the amount by 1.22. This gives you a taxable amount of 100 euros.

Change this setting It does not automatically convert prices that have already been entered. The same numerical value can therefore result in a different total.

How to display prices to customers

WooCommerce distinguishes between the shop view and the views in the basket and at checkout.

For a shop catering to consumers, display clear final prices that include all applicable taxes. Any additional charges must be clearly stated.

In a company catalogue, you can quote net prices, clearly stating that VAT is excluded.

The Specific tax configurations for WooCommerce help to check the relationship between the prices entered and those displayed.

It also aligns promotional prices, price changes and explanatory suffixes. A label stating “VAT included” must correspond to the actual calculation.

Shipments and rounding: check the total

VAT on delivery charges warrants separate consideration. WooCommerce allows you to use a specific tax class or to apply VAT based on the items in the shopping basket.

For products subject to different tax rates, check how the tax on the supply is calculated. The technical selection of the class does not guarantee a tax-compliant allocation.

The delivery zones determine the availability and costs of the service. They do not replace the tax rules governing transactions.

A shipping zone called “Italy” does not automatically create an Italian VAT rule.

Also check the option to round taxes to the subtotal rather than on individual lines. With multiple quantities, differences of a few cents may arise.

The criterion must be consistent with the management system and with the documents issued. Check that the same order appears in the shopping basket, in the admin panel and on the invoice.

If the totals do not match, resolve the issue before launching advertising campaigns or importing new products.

B2B sales and European customers: managing exceptions

A VAT registration number is not enough to exempt you from tax

An Italian customer with a VAT number does not automatically make purchases without VAT.

For intra-Community transactions, VIES validation is an important check. It must be carried out alongside a verification of the conditions required for the applicable tax treatment.

A plugin can automate checks and approved rules. It must not grant an exemption simply because the VAT number field has been completed.

If you sell to businesses, coordinate tax details, roles and Confidential price lists for WooCommerce B2B. Access to a price list does not confer the right to a particular VAT treatment.

European threshold and OSS regime

For the transactions concerned, the EU threshold of 10,000 euros This relates to the total value of intra-Community distance sales of goods and qualifying TBE services.

It does not apply indiscriminately to the shop’s entire turnover. The specified conditions apply, including those relating to the previous year and the current year.

The European Commission on VAT and e-commerce explains the rules and the OSS scheme.

When applying VAT at the rate of the country of destination, work with your accountant to prepare the rates, data and reporting process. Simply installing a plugin does not fulfil your OSS obligations.

Test orders, invoices and refunds before launch

Check the purchase process

Carry out the tests in a separate area from the public shop. Start with the actual products in your catalogue.

  1. Buy a product at 22% and check the taxable amount, tax and total.
  2. Try a shopping basket with different prices, delivery options and a discount code.
  3. Change your address and country, checking that your tax details have been updated.
  4. Process a partial refund and check that the order and tax document match.

Repeat the tests on your smartphone. The total must remain legible before confirmation.

Also check the WooCommerce payment methods: the amount requested by the payment gateway must match that of the order.

Set up invoicing correctly

WooCommerce records orders and tax details, but does not automatically submit the Italian electronic invoice to the SdI.

You need a system that integrates properly with your administrative workflow. A courtesy PDF does not replace the XML document that has been submitted.

For the Electronic invoicing with WooCommerce, aligns tax rates, tax data, numbering and the order status that triggers the issue.

Check the transmission results and manage any credit notes. After major updates, repeat the checks along the entire route.

A shop with clear prices and verified calculations

Configuring VAT in WooCommerce involves linking tax rules, the product catalogue and the checkout process. The result should be a consistent total, which is clear to the customer and accurate for the administration.

I’d advise you to check the tax rates and procedures with your accountant first. Then set up the shop and test each step, right through to issuing the invoice.

Frequently Asked Questions about VAT in WooCommerce

Do you need a plugin to apply Italian VAT?

For tax rates and basic calculations, the built-in functions are sufficient. Specific extensions may be required for VIES validation, business rules or electronic invoicing.

Yes, but you need to check the existing prices. WooCommerce does not automatically convert the saved amounts when you change this setting.

Why does the VAT change after I’ve entered the address?

The calculation may depend on the customer’s address. Check the basis for calculation, the country and whether these match the configured rates.
